Town-wide Reappraisal Information
Your Town Listers are conducting a reappraisal of all Cornwall property values as required by the State of Vermont. Change of Appraisal notices were mailed to all property owners the week of April 7, 2025; you should have received one. The values in this mailing were developed by our consultants, NEMRC, through visits and sales studies. The value for your property was based on information collected over the last year. You can look at this information on the NEMRC website. A copy of the table included in that mailing is available on-line (link).
Formal grievance hearings are your opportunity to officially request a change in your valuation.
- Grievance hearings will be held on Tuesday, May 13 and Wednesday, May 14, 2025, between 9am and 5pm.
- All requests for a grievance hearing must be in writing.
- Requests may be submitted by

- Filling out the Grievance Form included in your Town-wide mailing
- Sending an email to the Listers describing your appeal.
- All requests for a grievance hearing must be received on or before May 13th.
- Hearings are open to the public.
- Hearings will be held at the Cornwall Town Office.
- Hearings will last 15 minutes.

- Be prepared to present relevant evidence regarding the appeal.
- You should have documentation about three properties that are comparable to your own.
- NEMRC has prepared a Sales Study listing Cornwall properties that have sold within the last three years. The Sales Study Property Detail contains more information on each of those properties. Find properties comparable to your own in those listings.
- Services like Zillow.com and Realtor.com are aspirational and not generally relevant to property assessments.
- Retaining the services of a licensed appraiser is the best way to get a “second opinion” on the market value of your property.
- If you are unable to attend, your appeal will be based on the information provided in your letter, email, or form submission.

Reassessment Process
We use State-mandated valuation tables and computer-assisted mass appraisal (CAMA) software based on data collected from Cornwall sales history for the three years prior to the last Town-wide appraisal, which was in 2009. Cornwall Listers will continue to use the 2009 database in our property inspections for the 2024-25 tax year. At the same time, every Cornwall property owner should have received a visit from a representative of NEMRC, our consultant, as they built a new database that will go into effect in the Fall 2025. Cornwall Town Listers
The primary responsibility of the Cornwall Town Listers is to maintain the Town’s Grand List — the appraised value of all real estate property in the town. Your listers are also responsible for maintaining lists of State Current Use Program enrollment, homestead declarations, house-site values, statutory and Town-voted tax exemptions, and Town maps with property IDs and boundaries.
